DISCUSSION
On April 5, 2006, the City of Long Beach received an $89,995 grant from the State of California Office of Traffic Safety for the California Seat Belt Compliance Campaign (SeatBelt 06). The goal of the Campaign is to increase seat belt use statewide to 93 percent by July 2006. The grant reimburses overtime for city-wide restraint-oriented enforcement (includes seatbelt and car-seat usage). To utilize the grant funds, an appropriation increase is necessary. There is no impact to the General Fund.
 
This item was reviewed by Deputy City Attorney Richard Anthony on May 24, 2006 and Budget Management Officer David Wodynski on May 30, 2006.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on June 13, 2006, to expedite use of the grant funds.
 
FISCAL IMPACT
As the SeatBelt 06 monies are currently unbudgeted, an appropriation increase is included in the recommendation. The expense appropriation will be fully offset by grant revenues and the grant does not require matching funds. Grant funds will be used to support overtime required to implement the SeatBelt 06 program. There is no impact to the General Fund.
