TITLE

Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the National Institute of Justice FY 2015 Paul Coverdell Forensic Science Improvement Grants Program; and

Increase appropriations in the General Grants Fund (SR 120) in the Police Department (PD) by $50,011.  (Citywide)

DISCUSSION

The Long Beach Police Department was awarded grant funding for the FY 15 Paul Coverdell Forensic Science Improvement Grants Program (Coverdell 15) in the amount of $50,011. The grant monies will be used to provide training to improve the skill level and efficiency of Forensic Science Division staff, who analyze crime scenes and evidence in support of investigations. The grant term is October 1, 2015 through September 30, 2016.

This matter was reviewed by Deputy City Attorney Kendra Carney on September 30, 2015, and by Budget Management Officer Victoria Bell on October 2, 2015.

TIMING CONSIDERATIONS

City Council action on this matter is requested on November 3, 2015, to expedite use of the grant funds.

FISCAL IMPACT

As the FY 15 Paul Coverdell Forensic Science Improvement Grants Program is currently unbudgeted, an appropriation increase in the General Grants Fund (SR 120) in the Police Department (PD) in the amount of $50,011 is requested. Grant revenues will offset the expense appropriation and the grant does not require matching funds. There is no local job impact associated with this recommendation.

SUGGESTED ACTION
