DISCUSSION
City Council approval is requested to increase appropriations in the Capital Projects Fund Group for the plans, specifications, and estimates (PS&E) phase of the Orange Avenue Backbone Bikeway and Complete Streets project (Project).

On July 10, 2007, the City Council adopted Resolution RES-07-0097, authorizing the City of Long Beach (City) to enter into all funding agreements required by Caltrans for State and federal funds.

In January of 2019, the California Transportation Commission (CTC) approved ATP funding for the Preliminary Engineering (PA/ED) phase of the Project. The Project is recommended as part of the City's Bicycle Master Plan, connecting North Long Beach to Downtown. The Project will improve Orange and Alamitos Avenues by incorporating a Class IV protected bikeway facility featuring protected intersections, curb extensions, bus islands, safety enhancements, pedestrian improvements, pavement resurfacing and improving lighting throughout the 8.3-mile corridor (Attachment).

On October 14, 2021, the CTC approved $566,000 for the PS&E phase of the Project.
