TITLE
Recommendation to request approval of a one-time waiver for the restriction of alcohol sales at Rose Park for the Rose Park Neighborhood Association sponsoring the 2nd Annual Bluegrass Festival on August 19, 2012.
 
DISCUSSION
On August 19, 2012, the Rose Park Neighborhood Association will be hosting the 2nd Annual Bluegrass Festival in Rose Park.
 
The Rose Park Neighborhood Association produced a family-oriented Bluegrass Festival event in Rose Park last year. This year they are organizing a similar program on August 19, 2012. The event will be a traditional Bluegrass Festival with live entertainment, arts and crafts booths, food trucks for dining, as well as games and activities for children. The festival will also have an enclosed beer garden. The Rose Park Bluegrass Festival is a free event open to the public.
 
The event's organizers are requesting a temporary alcohol permit for Rose Park event. The temporary permit would be utilized to a no-host beer garden for which the identification and age of guests will be checked and wristbands will be issued. The area of the beer garden will be restricted in order to ensure the safety and compliance with ABC requirements.
 
The City currently has policies the prohibit the use of alcohol to only certain facilities, like Blair Field, the Rancho, Rainbow Lagoon, etc. This policy does not allow the use of alcohol at our parks for special events. Temporary waivers have been approved by the City Council in the past for the 2010 Oktoberfest in EI Dorado Park and for the 2009 Nature Center 40th Anniversary.
 
In order to facilitate a successful event, the Council should approve a one-time waiver of the City's current alcohol restrictions in our parks.
