DISCUSSION
On October 19, 2005, the City Council adopted Plans and Specifications No. R-6617 for the Improvement of Downtown Regional Bikeway Connection and awarded this project
to E.A. Mendoza, Inc., in the amount of $529,100. The project was advertised for bid on July 2, 2004, and the bids were opened on July 28, 2004. The contractor failed to satisfy the requirements of.the bid documents and has not provided the City with the
required contract documents within the time specified, even with several time extensions. It is in the City's best interest to rescind the award from this contractor and re-award the contract to Palp, Inc., doing business as Excel Paving Company, who was
the next-lowest bidder and has agreed to hold their original bid prices. This project is a bikeway connection between the Los Angeles River Trail and the downtown Long Beach Civic Center at Broadway and Chestnut Avenue (see attached map). The approximately 7,000-foot bike path consists of the construction of a Class I bike path in the vicinity of the Los Angeles River Levee, a Class II bike path within the abandoned roadway at the westerly end of 7th Street, a Class II bike path within Golden Avenue, a Class II bike path within 7th Street and 6th Street (one way), and a Class Ill bike path within Chestnut Avenue south to Broadway, where it will join a future Class II bike route.
