TITLE
Recommendation to authorize City Manager, or designee, to execute an Educational Affiliate Agreement, and all necessary documents, including any subsequent amendments, with Long Beach City College, to allow enrolled students to implement a ride-along program for emergency medical service students participating in Emergency Medical Technician coursework, for a period of five years. (Citywide)
DISCUSSION
City Council approval is requested to enter into an Educational Affiliate Agreement with Long Beach City College Office (LBCC) to implement a ride-along program for emergency medical service students participating in Emergency Medical Technician (EMT) coursework.
LBCC is an accredited education institution, which offers instruction programs for students to obtain their EMT certificates and licenses. As a part of the licensing and/or certification requirements, EMT students must complete course study including clinical experience through ride-alongs on an ambulance or through clinical hours at a hospital emergency department. The Long Beach Fire Department (LBFD) provides emergency medical service including both Basic Life Support, Advance Life Support, prehospital care and patient transport.
This program is a mutually beneficial partnership between the LBFD and LBCC. This programmatic partnership will expose local LBCC students to ambulance operations within the City of Long Beach (City). Student participants will be encouraged to pursue employment within the LBFD as an Ambulance Operator, Firefighter or other department positions thereby enhancing the department’s recruitment efforts.

TIMING CONSIDERATIONS
City Council action is requested on August 1, 2023, to ensure the provisions of the Educational Affiliate Agreement is in place expeditiously.
