TITLE
Recommendation to adopt resolution approving the amendments to the existing Memorandum of Understanding with the Long Beach Lifeguards Association. (Citywide)
DISCUSSION
In accordance with City Council instructions, an agreement has been reached with the Long Beach Lifeguards Association (LBLGA) bargaining units. The LBLGA represents approximately 196 employees in the Lifeguards and Lifeguard Supervisors bargaining units.
Since December 2015, City management representatives and LBLGA representatives have had a number of negotiation sessions regarding their open contract. These meetings have concluded and a tentative agreement has been reached and jointly signed by representatives of the City and the LBLGA to amend the current MOU to extend the contract terms through December 2016. The proposed MOU amendment also includes the following major provisions: the LBLGA members will receive a one-time lump sum payment of 3 percent of annual base pay, a cost neutral change to the existing EMT skill pay calculation, and adding a binding arbitration step to the grievance procedure to match the procedures for the other employees within the Fire Department.
City Council approval is now necessary to adopt the Resolution approving the Amendment to extend the contract terms accordingly.
This matter was reviewed by Principal Deputy City Attorney Gary J. Anderson on October 24, 2016 and by Budget Operations Administrator Grace Yoon on October 27, 2016.
TIMING CONSIDERATIONS
City Council action is requested on November 22, 2016, to ensure timely implementation of the MOU amendment provisions.
FISCAL IMPACT
In FY 17, the one-time cost of the MOU amendment is estimated to be $92,266 to the Tidelands Fund (TF) in the Fire Department (FD). After actual amounts are determined, a budget appropriation increase will be brought to the City Council. There is no local job impact associated with this recommendation.
