TITLE
Recommendation to adopt resolution authorizing City Manager to submit a grant application to the California Department of Parks and Recreation in the amount of $101,530 for the Red Car Greenway Trail Project. (District 6)

DISCUSSION
The Department of Parks, Recreation and Marine (PRM) has identified a grant opportunity for funding of trail amenities through the California Department of Parks and Recreation's Land and Water Conservation Fund Program (LWCF). The LWCF provides funding to federal agencies and the 50 states and six territories annually for preserving, developing, and assuring accessibility to all citizens of the United States.

If awarded, the LWCF grant will provide funding in the amount of $101,530 for the Red Car Greenway Trail Project, for the development of bicycle and pedestrian trail amenities on the Pacific Electric Right of Way between Walnut Avenue and Orange Avenue (Exhibit A). The LWCF grant requires that the City provide one-to-one matching funds. The City match of $101,530 will be paid for with Park Impact Fees.

This matter was reviewed by Deputy City Attorney Gary J. Anderson on January 23, 2008, and Budget Management Officer Victoria Bell on January 25, 2008.

TIMING CONSIDERATIONS
City Council action is requested on February 12, 2008, to allow submission of the grant application by the March 3, 2008, deadline.

FISCAL IMPACT
If funded, the grant monies will offset the entire requested project cost of $101,530. The required City match of $101,530 will be paid for with Park Impact Fees. If the LWCF grant is awarded, PRM will request City Council approval to accept and appropriate the funds at a future meeting.

Approve recommendation.
