TITLE
Recommendation to authorize City Manager, or designee, together with Urban Commons Queensway, LLC, and Carnival Corporation, to grant an easement deed to Southern California Edison Company at 1114 Queens Highway South, to construct an electric power substation; and
Accept Categorical Exemption CE-17-003. (District 2)
DISCUSSION
Carnival Corporation, the subtenant of Urban Commons Queensway, LLC, sub-landlord of the property at 1114 Queens Highway South, has contracted with Southern California Edison Company (SCE), to construct an electric power substation. This location is City of Long Beach property, subleased to Urban Commons Queensway, LLC, under Lease and Operations Agreement No. 22697. To accommodate Carnival Cruise Lines’ anticipated increase in electrical power needs for the mega cruise liner arriving next year, an easement granted to SCE is needed to provide for the electrical substation land parcel. (Attachment A).
City staff conducted a review of affected agencies and there were no objections to the proposed easement. The Port of Long Beach Board of Harbor Commissioners granted Carnival Corporation Harbor Development Permit No. HDP-17-023 (Attachment B) for the expansion project. In accordance with the California Environmental Quality Act (CEQA), Categorical Exemption CE-17-003 was issued for this project on January 12, 2017 (Attachment C).
This matter was reviewed by Deputy City Attorney Linda T. Vu on October 1, 2018 and by Budget Analysis Officer Julissa José-Murray on September 24, 2018.
TIMING CONSIDERATIONS
City Council action is requested on October 23, 2018, to ensure the electric power substation is installed in a timely manner.
FISCAL IMPACT
A grant of easement processing fee in the amount of $2,156 was deposited in the General Fund (GF) in the Public Works Department (PW). There is no local job impact associated with this recommendation.
