TITLE
Recommendation to adopt resolution authorizing City Manager to execute and submit an application to Caltrans for a Community-Based Transportation Planning Grant. (Districts 1,6,7)
DISCUSSION
The California Department of Transportation (Caltrans) annually awards grants for the preparation of community-based transportation planning studies. The grants are intended to promote strong and healthy communities, economic growth, and enhanced mobility within cities. The Department of Development Services is requesting authorization to submit a grant application to Caltrans for a Community-Based Transportation Planning Grant to fund an update to the zoning overlay for Long Beach Boulevard (Long Beach Planned Development PD-29).
A resolution has been prepared for the City Council that authorizes the City Manager, or his designee, to apply for, accept, and appropriate up to $250,000 in FY 2010-2011 Caltrans Community-Based Transportation Planning Grant funds. If the City is awarded funding, the Grant will be used to develop new land use regulations for Long Beach Boulevard (PD-29) in order to create a healthy and revitalized mixed use and commercial corridor serving the needs of the surrounding neighborhoods. Staff will conduct extensive community outreach for the development of an implementing ordinance for the transit orientated development goals in the General Plan. Letters of support have been received from the Central Long Beach Project Area Committee (CPAC), Connected Corridor, Long Beach Transit, Gateway Cities Council of Governments (Gateway COG) and Pedal Movement.
