TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents or subcontracts including any amendments extending the grant term or changing the amount of the award, with The Children's Clinic, Serving Children and Their Families, to receive and expend grant funding up to $70,000 for the Mental Health Services Act Innovation 2: Developing Trauma Resilient Communities Through Community Capacity Building Project, for the period of
August 15, 2019 through August 14, 2020, with the option to extend the agreement for two additional one-year periods, at the discretion of the City Manager; and
Increase appropriations in the Health Fund Group in the Health and Human Services Department by $70,000, offset by grant revenue. (Citywide)
DISCUSSION
The City has adopted a series of health, violence prevention, and general plan policies to address health disparities, including persistent trauma on residents impacted by high levels of crime, poverty and limited economic mobility. The Health and Human Services Department (Health Department) seeks to facilitate citywide efforts that leverage resources, skills, and accomplishments to improve population health.
Funds from The Children's Clinic, Serving Children and Their Families (TCC), for the Mental Health Services Act (MHSA) Innovation 2 (INN-2): Developing Trauma Resilient Communities Through Community Capacity Building Project will support the ongoing work of the Trauma and Resiliency-Informed Long Beach (TRI LB) Initiative. The grant funds will: (1) coordinate alignment between the TCC INN-2 Project and the TRI LB Initiative through systems and community level capacity building; (2) support the implementation of quarterly community engagement and focus groups in areas of the city that are the most impacted by persistent trauma and violence; (3) provide community level training opportunities on trauma and resiliency-informed approaches; and, (4) document lessons lear...
