DISCUSSION
The Department of Conservation (DOC) provides block grants to local jurisdictions to promote the collection and recycling of beverage containers and litter abatement. The City utilizes these grant funds to promote recycling through various advertising and media outlets such as newspaper advertisements, video productions, brochures, municipal band sponsorships, refuse truck signs and unique giveaways distributed at Citywide events.
 
The DOC allocates funds to each jurisdiction annually. The grant amount is calculated on a per capita basis. The grant period runs from July 1, 2006, through June 30, 2007.
The DOC does not require a resolution of the City Council authorizing the grant application.
 
This letter was reviewed by Deputy City Attorney Lisa Malmsten on May 25, 2006, and by Budget Management Officer David Wodynski on June 2, 2006.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on June 13, 2006, in order to submit the grant application to the DOC before the deadline of June 30, 2006.
 
FISCAL IMPACT
The City of Long Beach will receive approximately $131,901 to continue to fund beverage container recycling and litter abatement activities. Sufficient appropriation was included in the FY06 budget in the Refuse and Recycling Fund (EF 330) in the Department of Public Works (PW) to support this effort. Matching funds are not required.
