DISCUSSION
The Workforce Development Bureau’s Youth Opportunity Center (YOC) provides a wide
range of development services to young people, ranging in age from 14 to 24. Among
those services providing opportunities for work experience and on-the-job learning is
key. After discontinuing funding for a 7‘h year of its Summer Youth Employment
Program (Program), the County of Los Angeles has received approval from the Board of
Supervisors to provide funds this summer for an additional year of youth work
experience during the summer months. The City has received notice of funding of
$427,000 for a Program to run July 1, 2006 through September 30, 2006.
The Program provides paid work and on-the-job training experiences at various
government and non-profit offices throughout Long Beach. This year’s funds will allow
the YOC to employ approximately 225 young persons, ages 14 - 21, between July 24
and September 1. Youth served in the YOC’s Program will be from low-income
families, with at least a quarter of the participants’ families receiving public assistance.
Prior to placement at work sites, participating youth will have attended work readiness
sessions, focusing on employer expectations and workplace behaviors. Youth will earn
$6.75 an hour for a total of 150 hours, working an average of 25 hours per week. Each
participating youth will be assigned a case manager to help him or her get the most
from the work experience opportunity, and to deal with issues that arise in the
workplace. Transportation assistance will be provided for youth in need.
