TITLE

Recommendation to authorize City Manager, or designee, to execute an agreement with the California State Library to accept and expend grant funding in the amount of $10,000, for the California Immigrant Alliance Project for the purchase of bilingual books for children; and

Increase appropriations in the General Grants Fund (SR 120) in the Library Services Department (LS) by $10,000, offset by reimbursement revenue.  (Citywide)

DISCUSSION

The Department of Library Services was selected as a recipient of the California Immigrant Alliance Project grant, funded by the California State Library. This grant will fund the purchase of bilingual books for pre-kindergarten to sixth grade children to enhance the Department of Library Services collection.  A robust children’s bilingual books collection promotes family reading, literacy, and language skills.

This matter was reviewed by Deputy City Attorney Amy R. Webber on September 22, 2017 and by Budget Operations Administrator Grace Yoon on October 3, 2017.

TIMING CONSIDERATIONS

City Council action is requested on October 17, 2017, to receive and expend the grant funds.

FISCAL IMPACT

The City will receive reimbursement funding of up to $10,000 for the purchase of bilingual books made in FY 17.  An appropriation increase in the General Grants Fund (SR 120) in the Library Services Department (LS) by $10,000 is requested to cover the cost of these books, offset by grant funding.  No match or in-kind service mandate is required, and there is no local job impact associated with this recommendation.

SUGGESTED ACTION

Approve recommendation.

Respectfully Submitted,

GLENDA WILLIAMS

DIRECTOR OF LIBRARY SERVICES
