TITLE
Recommendation to authorize City Manager to enter into a Memorandum of Agreement (MOA) with the Federal Aviation Administration (FAA) to provide access to Southern California TRACON ARTS IIIE flight track data to support the data requirements for the Long Beach Airport Noise Office. (District 5)

DISCUSSION
The Long Beach Airport Noise Office utilizes the Airport Noise and Operations Monitoring System (ANOMS) to enforce the City's Airport Noise Compatibility Ordinance (LBMC 16.43). The City's noise ordinance, enacted in 1995, is recognized as one of the strictest in the country and the administration of the ordinance requires specialized and unique custom data processing and reporting programs. ANOMS, first installed in 1991, allows Airport staff to optimize flight data accuracy and completeness for monitoring and compiling the Annual Noise Analysis Budget, the quarterly reports required by the State, complainant entries, investigations, community reports, tenant and user fly-quiet procedures and reports, and noise violation enforcement.

The Federal Aviation Administration (FAA) has agreed to provide access to Southern California TRACON ARTS "IE flight track data to support the data requirements of the Long Beach Airport Noise Office. Upon execution of a Memorandum of Agreement, the Airport will receive automated flight track data for all in-flight activity at Long Beach Airport, twenty-four (24) hours a day, seven (7) days a week for commercial, general aviation, and non-sensitive military aircraft. Information from the data will be incorporated into reports and used as a reference to explain flight operations.

The data will be used as part of the Airport's Noise Management Program to respond to community concerns about aircraft operations. Automated flight track data is one component of the ANOMS.
