TITLE
Recommendation to authorize City Manager to execute all necessary documents with the County of Los Angeles Department of Public Health relating to the PLACE grant awarded to the City of Long Beach to hire a mobility coordinator and develop two bicycle boulevards; and increase appropriation by $330,000 in the General Capital Projects Fund (CP201) in the Department of Public Works. (Citywide)
DISCUSSION
The County of Los Angeles Department of Public Health recently awarded the City of Long Beach a PLACE Grant. Under this three-year grant program, the City of Long Beach will receive $310,000 to hire a mobility coordinator and $20,000 for seed money to develop an east-west and a north-south bicycle boulevard. Specifically, the mobility coordinator will develop plans and implement projects related to bicycling in the City, assist in securing funds for capital investment and operational costs for bike improvement projects and ensure that pedestrian and bicycle friendly features are included in public and private development projects. City Council authorization is required to execute a contract and accept the grant funding.
This matter was reviewed by Assistant City Attorney Michael Mais on May 27,2008 and by Budget Division Officer Victoria Bell on June 2, 2008.
TIMING CONSIDERATIONS
The grant term begins on July 1, 2008. City Council action is requested on June 17, 2008 to ensure the timely completion of the grant work program milestones.
FISCAL IMPACT
The PLACE Grant will provide $330,000 of grant funding to promote bicycle awareness in the City. There is a matching requirement that will be met by current City staff working to promote similar mobility options. A cash match will not be required. Development Services is working with Public Works on implementation of this program and is requesting an appropriation increase in Capital Projects Fund (CP201) in the Department of Public Works.
