TITLE
Recommendation to authorize City Manager, or designee, to execute a contract, and all necessary amendments including term extensions, with the Department of Homeland Security to receive and expend grant funding for the 2020 Port Security Grant Program, in the amount of $525,000 and the Port of Long Beach cost match of $175,000, for a total project cost amount not to exceed $700,000, for a period ending August 31, 2023; and
Increase appropriations in the General Grants Fund Group in the Police Department by $700,000, offset by federal grant revenues of $525,000 and the Port of Long Beach cost match of $175,000. (Citywide)
DISCUSSION
The Department of Homeland Security (DHS) has approved the grant proposal submitted by the Police Department under the FY 2020 Port Security Grant Program (PSGP) for a total project cost of $700,000, including a cost-match. The grant priorities focus on infrastructure protection and reflect the DHS overall investment strategy, in which two priorities have been paramount: risk-based funding and regional security cooperation. PSGP funds support increased port-wide risk management, enhanced domain awareness, training and exercise, and further capabilities to prevent, detect, respond to, and recover from attacks involving improvised explosive devices (IED) and other non-conventional weapons.
The Police Department has been approved for project costs of $700,000 to fund the joint training/exercises with the Harbor Patrol. Training and exercises will ensure the sustainment of core capabilities for first responders. These funds will enhance the skills and knowledge necessary to provide a rapid response to a catastrophic incident, mitigate the negative impact of the threat, and reduce recovery time.
This grant requires a cost-match of $175,000. On April 12, 2021, the Board of Harbor Commissioners approved the requested cost-match for the grant in the amount of $175,000 for the Police Department project.
