DISCUSSION
City Council approval is being requested to enter into a contract for the purchase of two stencil paint trucks.

As part of the City's multi-year vehicle replacement plan, the Public Works Department, Fleet Services Bureau, is requesting to purchase two replacement stencil paint trucks as part of the Fiscal Year 2006 replacement plan. The new trucks will replace existing trucks ranging in age from 19 to 20 years old that are past their expected life cycle. The budgeted replacement cycle of a stencil truck is 12 years. The vehicles to be replaced are at such an advanced age that managing maintenance costs and repair downtime is creating excessive inefficiencies.

The City Charter provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council. The Department of Public Works, Fleet Services Bureau, investigated procurement options and learned that the City of Ukiah had completed a competitive bid process for stencil paint trucks and has a purchase order with Line Master Engineering that meets the City's needs. This cooperative purchase agreement will facilitate the timely acquisition of the trucks and provide cost benefits to the City.
