TITLE
Recommendation to authorize City Manager to execute the Third Amendment to Contract No. 28616 with W.G. Zimmerman Engineering, Inc., for as-needed traffic engineering services, increasing the not-to-exceed contract amount by $100,000, for a total cumulative contract amount not to exceed $600,000.  (Citywide)
 
DISCUSSION
On November 4, 2003 City Council awarded an as-needed traffic engineering services contract to W.G. Zimmerman Engineering, Inc., in an amount not to exceed $500,000. On November 20, 2006 City Council authorized a first amendment for extension of the term. On January 2, 2008 City Council authorized a second amendment for extension of the term. The current term expires on December 31, 2008.
 
Staff is requesting additional contract authority of $100,000 for a total cumulative contract amount not to exceed $600,000. The requested additional contract authority will allow the completion of engineering design of the Second Street at Pacific Coast Highway project, including modifications requested by Caltrans, and preparation of the plans, specifications and estimates required for application to Caltrans for a construction permit.
 
The proposed amendment was reviewed by Deputy City Attorney Linda Trang on June 10, 2008, and by Budget Management Officer Victoria Bell on June 9, 2008.
 
TIMING CONSIDERATIONS
City Council action is requested on July 1, 2008, to allow the project to proceed without interruption.
 
FISCAL IMPACT
The contract amendment is for an amount of $100,000. Sufficient funds to cover these costs are budgeted in the Traffic Mitigation Program in the Capital Projects Fund (CP 201) in the Department of Public Works. No appropriation increase is required.
