DISCUSSION
City Council approval is requested to enter into a contract with Los Angeles Truck Centers, LLC, for the purchase of three Autocar ACX 40, CNG-fueled, 40 cubic yard front-loading refuse collection trucks, for use by the Department of Public Works (PW). PW and Fleet Services staff performed extensive research on new refuse trucks, including dimensions, turning radius, truck body, and hopper, for use in the City. After conclusion of this research, based on the best operational fit and cost effectiveness, it was determined that the Autocar ACX 40 is best suited for the City’s operational needs. The units being replaced are 11 years old and have exceeded their eight-year recommended lifecycle.

City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment, and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.

The Fleet Services Bureau and the Purchasing Division of the Department of Financial Management investigated procurement options, and the City of Claremont’s contract with Los Angeles Truck Centers, LLC, of Whittier, CA (not an MBE, WBE, DBE, SBE or Local), was determined to provide the best price.
