DISCUSSION
On February 8,2005, the City Council authorized the City Manager to enter agreements with the Long Beach Unified School District (LBUSD) for the operation of the Long Beach Winners Reaching Amazing Potential (WRAP) 21" Century Community Learning Center (21"' CCLC) afterschool program at eight school sites: Edison, Garfield, Grant, Lafayette, Hudson, Burbank, Lee and King Elementary Schools (Attachment A). On May 3, 2005, the City Council authorized the City Manager to execute first amendments to these original agreements to make start-up funding available to the Department of Parks, Recreation and Marine (Attachment 6). The California Department of Education (CDE) has now appropriated to LBUSD, as fiscal agent, additional 21"' CCLC monies, which remained in the state budget and which are required to be encumbered by the state before August 31, 2005, or the funds must be returned to the federal government.  A separate agreement is required by LBUSD due to the special funding of the fiscal agents agreement with the CDE.
