Discussion
The United States Drug Enforcement Administration (DEA), in partnership with Research Triangle Institute International (RTI) and state and local crime laboratories, developed a National Forensic Laboratory Information System (NFLlS) that collects information regarding drug cases and drug analysis results from state and local forensic laboratories. The data provides emerging drug patterns, identifies new drugs of abuse, and makes available special studies and reports.
The MOU with RTI will give access to local data as well as data from other participating laboratories. Regular reports that summarize the data will be available, as well as the ability to query the system for customized reports. The Police Department will be able to remotely access Department data at the individual case level. In addition, regional and national data will be available in a summary format.
Participation in NFLIS will be ongoing, subject to periodic review, and may be terminated with thirty (30) days' written notice to the other party.
This matter was reviewed by Deputy City Attorney J. Charles Parkin and Budget Management Officer David Wodynski on June 25. 2004.
 
Timing Considerations
City Council action is requested on July 6, 2004 in order to begin utilizing the database as soon as possible.
 
Fiscal Impact
There is no fiscal impact associated with this request. RTI will pay for the software development, installation and data transfer. Data transfer will require minimal effort and time from City staff.
 
SUGGESTED ACTION
Authorize City Manager to execute Memorandum of Understanding, and any subsequent amendments, between RTI International and City for participation in NFLIS.
