TITLE
Recommendation to request City Attorney to investigate and report back to the City Council on the legality of determining a goal for small business enterprise (SBE) participation and for certain procurement activities contracted by the City of Long Beach.
 
DISCUSSION
In an effort to increase participation of small business enterprises (SBE), particularly businesses located in the City of Long Beach, I request the City Attorney to investigate the legality of setting specific goals for SBE participation in the awarding of City contracts to private enterprises.
 
The Port of Long Beach has adopted a 25% participation threshold for SBE, and currently utilizes an SBE recruitment program that has been successful in increasing the participation of SBE and women and minority business enterprises (WMBE). A similar program for the City of Long Beach may prove beneficial to encouraging SBE and WMBE participation in bidding for City contracts.
