DISCUSSION
The City of Long Beach provides services at geographically placed Facilities Centers located throughout the City, including the Multi-Service Center for the Homeless (MSC). Community-based services are provided by the local non-profit agencies that occupy office space at these sites. Agencies utilizing space at the Centers are primarily nonprofit agencies, and address a critically needed service at the local level. Space is provided based upon community need. All agencies must meet City insurance requirements and, as per City requirements, the occupant agencies must execute a Facility Use Permit (FUP) with the City.

On April 3, 2007, the City Council approved a FUP with the County of Los Angeles Department of Social Services (DPSS) to occupy space at the City's MSC. Additional extensions for this FUP will be based upon a determination by the City that the permittee has fully complied with the terms and conditions of the Permit and is otherwise in good standing with the City.

This matter was reviewed by Deputy City Attorney Linda Trang on April 27, 2010 and by Budget Managemen...
