DISCUSSION
The streets included in this project (see attached map) have been in the City's backlog of residential streets to be repaired since 1984. This is the fourth in a series of projects to be completed this year, in an effort to reduce the backlog of residential street repairs citywide. The rehabilitation project consists of cold milling, resurfacing the pavement, reconstructing failed pavement areas, constructing curbs, gutters and curb ramps, tree pruning, installing root barriers and new pavement markings.

City Council adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently to expedite the project implementation. The project was advertised for bids on April 7, 2006, and bids were opened on May 3, 2006. Information regarding the bid and Ruiz Engineering is provided on the attached contract awards document. Due to the existing pavement's poor condition, it is recommended that a 25 percent contingency be utilized for any unforeseen circumstances.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin and Budget Management Officer David Wodynski on May 15, 2006. In accordance with the California Environmental Quality Act, Categorical Exemption Numbers CEP-329-04 and CEP-114-05 have been issued for this project.

TIMING CONSIDERATIONS
City Council action on this matter is requested on May 23, 2006, to authorize commencement of this Public Works project. Construction is anticipated to begin in August 2006 and should take approximately 45 working days to complete....
