Recommendation to adopt Specifications No. PA-03307 and award a contract to Metro Environmental Services, Inc. for the removal of 16 underground storage tanks (UST) for waste oil, and replacement of eight sites with aboveground storage tanks (AST) for waste oil, in the estimated amount of $600,000 plus a 25 percent contingency, for a period of one year, with the option to extend for two additional one-year periods, at the discretion of the City Manager; and increase appropriations in the Tidelands Operating Fund (TF) in the Department of Parks, Recreation and Marine (PR) in Capital Improvement Fund by $150,000. DISCUSSION
City Council approval is requested to enter into an annual contract for the removal of 16 underground storage tanks (UST) located at: 160 E. Shoreline Drive, 250 E. Shoreline Drive, 300 E. Shoreline Drive, 350 E. Shoreline Drive, 400 E. Shoreline Drive, 500 E.
Shoreline Drive, 207 Marina Drive, 221 Marina Drive, 235 Marina Drive, 237 Marina Drive, 6201 Marina Drive, 6460 Marina Drive, 6530 Marina Drive, 6610 Marina Drive, 6264 Pacific Coast Hwy, and 6101 Appian Way. All sites are in the Tidelands Trust area and are intended for use by boat owners in City Marinas. The Department of Public Works, Fleet Services Bureau, faces the challenge of maintaining all underground storage tanks under Title 23 of the California Code of Regulations. In order to maintain the various UST sites within the City's boundaries, it is necessary to conduct tests, make repairs and/or recommend removal and/or replacement.
It is the recommendation of the Department of Public Works, Fleet Services Bureau, that the 16 UST listed above be removed and that eight of these UST located at: 250 E Shoreline Drive, 400 E Shoreline Drive, 207 Marina Drive, 235 Marina Drive, 6201 Marina Drive, 6610 Marina Drive, 6264 Pacific Coast Hwy, and 6101 Appian Way be replaced with 250-gallon aboveground storage tanks (AST) for waste oil in an effort to protect the water ta...
