TITLE
Recommendation to authorize City Manager, or designee, to execute Memoranda of Understanding with various agencies to enhance and support operation of Workforce Innovation and Opportunity Act (WIOA) and similar programs through Pacific Gateway. (Citywide)
DISCUSSION
Pacific Gateway administers the federal Workforce Innovation and Opportunity Act (WIOA) and other employment and training funds received annually by the City. Those funds support job training programs and business services delivered by the Workplace, Youth Opportunity Center, Harbor Gateway WorkSource Center, YouthSource Center, and selected community-based organizations to assist residents acquire skills leading to employment in high-demand occupations with local employers.
Under WIOA and similar programs, mandated partnerships and collaborations are specifically outlined to augment services available to the community. These required partnerships generate a handful of Memoranda of Understanding (MOUs) that are non-financial in nature but require resource sharing for items such as program staff, space/cubicle use, technology equipment such as desktop computers and copiers, as well as marketing and office supplies related to project partnership.
A list of anticipated partnerships needing non-financial MOU’s include, but are not limited to, the following:

AmeriCorps Youth internship/work experience.
JVS BankWorks Financial literacy workshops for programs.
California State University, Long Beach (various Divisions) Cross-referrals and cubicle space/ technology use for staff and participants.
Department of Rehabilitation Cross-referrals as WIOA-mandated partner, including possible future WIOA program administration.
Unified School Districts Cross-referrals as WIOA-mandated partner, including possible future WIOA program administration.
Community College Districts Cross-referrals as WIOA-mandated partner, including possible future WIOA program administration.
