TITLE
Recommendation to authorize City Manager to execute all documents with the South Bay Center for Counseling to receive Workforce Investment Act funds up to $64,139 for the portion of a Veterans Employment Assistance Program; and to execute any needed subsequent amendments. (Citywide)

DISCUSSION
The South Bay Center for Counseling (SBCC) and the Workforce Investment Network (Network) partner on a number of industry sectors, youth development and L.A. County-funded projects to support opportunities for residents and businesses. In addition to the Network and Orange County Workforce Investment Board's grant application for services to veterans, the Network supported and partnered with the SBCC on a Los Angeles-area project to provide employment services to recently returned veterans. The SBCC project was selected for funding of $989,982 under this solicitation.

The Los Angeles County Project will support veterans transitioning to employment through one of SBCC's three career pathway programs: Water/Waste Water Pathway, Energy Pathway Program, and the Urban Teacher Fellowship. In support of this project, the Network will receive up to $64,139 to identify and refer up to 40 suitable veterans, and provide employment counseling services in support of the training and placement activities.

This letter was reviewed by Deputy City Attorney Gary J. Anderson on June 28, 2010 and Budget Management Officer Victoria Bell on June 25, 2010.

TIMING CONSIDERATIONS
City Council action is requested on July 13, 2010 in order to facilitate processing of required documents.

FISCAL IMPACT
Sufficient funds are currently appropriated in the Community Development Grants Fund (SR 150) in the Department of Community Development (CD). A portion of these funds will be appropriated in FY 11. There is no impact to the General Fund. Approval of this recommendation will result in employment preparation, placement and job retention services to targeted veterans.
