TITLE
Recommendation to authorize City Manager to execute an agreement for sale of fuel to Long Beach Transportation Company through December 31, 2006.  (District 5)

DISCUSSION
The Long Beach Transportation Company (LBT) has requested to enter into an agreement with the City of Long Beach to purchase unleaded fuel for use in LBT transit buses while they are constructing a newer, larger unleaded fuel station at their facility.
During the expected construction period, through December 31, 2006, LBT buses will be authorized to access the City's fueling station at 2400 E. Spring Street (Long Beach Gas and Oil Department headquarters).

LBT employees will be provided fuel keys, which will permit fueling and monitoring of fuel usage for billing to LBT. LBT will be charged for fuel keys, actual fuel costs and a per gallon administrative overhead charge.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on April 21, 2006 and Budget Officer David Wodynski on April 24, 2006.

TIMING CONSIDERATIONS
City Council approval of the agreement is requested on May 9, 2006 to authorize the sale of fuel to LBT as soon as possible.

FISCAL IMPACT
There will be no net costs to the City to enter into this agreement. All fuel, fuel keys and administrative costs will be reimbursed by LBT and will accrue to the Fleet Services Fund (IS 386) in the Department of Public Works (PW).
