TITLE
Recommendation to authorize approval to execute an interagency agreement for the Stability Voucher Program between the Housing Authority of the City of Long Beach (HACLB) and the Los Angeles County Development Authority (LACDA) which will allow for the mutual acceptance of each jurisdiction’s vouchers. (Citywide)

DISCUSSION
The Housing Commission approval is requested to enter into an interagency agreement with the Los Angeles County Development Authority (LACDA) as well as interagency agreements with other municipalities and housing agencies within the County for the Stability Voucher (SV) program, utilizing the same or similar format, relating to subsidized housing programs as needed in order to maximize utilization of funding and allow program participants greater access to affordable housing, following approval as to form by the City Attorney. This Agreement shall commence on the effective date and shall remain in effect for the duration of the SV program unless terminated by the Public Housing Authorities (PHAs).

Authorizing the Deputy Executive Director to amend the attached interagency agreement and future interagency agreements to extend the term and to incorporate any other administrative provisions that may be required for the purposes described above, following approval as to form by the City Attorney.

This matter was reviewed by Deputy City Attorney Atoy Wilson on August 15, 2023 and Budget Analysis Officer Greg Sorensen on August 22, 2023.

TIMING CONSIDERATIONS
Housing Authority Commission action is requested on September 12, 2023, to allow expediency of issuing said vouchers.

FISCAL IMPACT
There is no fiscal impact associated with the above recommendation. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
