DISCUSSION
The Amateur Athletic Foundation of Los Angeles, Inc. (AAF) makes grant funds available to recreation agencies for various youth sports programs, which are designed to provide disadvantaged youth, ages 7 to 17, the opportunity to learn and develop sports skills. The City’s ‘Summer Swim 2005 program provides funding for organized instructional swim activities that culminate in competitive events, a springboard diving program, water polo program and synchronized swimming program. The program commenced on June 20, 2005 and ends on August 26, 2005. Through an AAF Request for Proposal process, the Department of Parks, Recreation & Marine was selected to receive $27,254.25 in grant funds for this summer. The money will fund scholarship programs for economically disadvantaged youth in swim instruction, sphngboard diving, water polo, and synchronized swimming, and will also include coaching workshops for staff. The funds received will be used as shown on Attachments A, B, and C.
This letter was reviewed by Deputy City Attorney Donna F. Gwin on August 11, 2005, and Budget Management Officer David Wodynski on August 15,2005.

TIMING CONSIDERATIONS
City Council action is requested on August 23, 2005, as the City would like to finalize
the agreement before the performance period has concluded to ensure full
reimbursement for expenses incurred.

FISCAL IMPACT
Funding for the “Summer Swim 2005” program is currently budgeted in the
Department of Parks, Recreation and Marine (PR). The funding is offset by revenue from the AAF grant. There is no net impact to either the General fund or the Tidelands Operating Fund.
