TITLE
Recommendation to authorize City Manager, or designee, to enter into a Memorandum of Understanding, and all necessary documents, with OpenLattice, Inc., of Redwood City, CA, for The Justice Lab and the City’s efforts in data integration and platform sharing, for a term of three years. (Citywide)
DISCUSSION
In January 2018, the City of Long Beach (City) launched The Justice Lab to provide staff with new tools to divert individuals committing misdemeanors out of the criminal justice system and toward resources such as treatment and care. The Justice Lab partners are comprised of various City departments, including the Police Department, Fire Department, Health and Human Services, and the City Prosecutor’s Office. The Justice Lab is collaborating on various initiatives to better understand individual and aggregate client needs, to better align and coordinate services, and to better understand the full costs and success rates, for the City as a whole, of utilizers of the criminal justice and health systems.
The Justice Lab is requesting authorization to enter into a three-year Memorandum of Understanding (MOU) with OpenLattice, Inc., as a pilot, for access to their platform for data integration and information sharing. The MOU would deliver a framework for the City to upload and share data between participating departments to conduct analysis, as authorized by the City’s Administrative Regulation AR8-32 - Inter-Department Data-Sharing. In addition, The Justice Lab is working with the City’s Technology and Innovation Department to ensure that the data infrastructure put in place is in accordance with City standards for the sustainability of the work.

TIMING CONSIDERATIONS
City Council action is requested on January 14, 2020, to ensure the MOU is in place expeditiously.
