TITLE
Recommendation to authorize City Manager to execute a Hold Harmless Agreement between the City of Long Beach and Tidelands Oil Production Company for providing electrical supply and equipment space for the cathodic protection of gas lines; and authorize City Manager to execute any subsequent amendments to the Agreement. (District 2)

DISCUSSION
The City of Long Beach, acting through the Long Beach Gas and Oil Department (LBGO), has existing gas lines and is installing new gas lines near the Tidelands Oil Production Company (Tidelands) facilities. The new gas lines need cathodic protection to ensure corrosion is minimized. LBGO will install a cathodic protection rectifier on Long Beach Harbor Department property on Pier D Avenue, and is requesting that Tidelands provide an electrical connection and space for an electrical disconnect to LBGO at an existing Tidelands electrical power panel. The cathodic protection of the new gas lines will ensure that the entire network of pipelines (including existing cathodically-protected Tidelands pipelines) in the area is protected for corrosion. LBGO will also install all electrical conduit and wiring from the electrical power panel and the rectifier site and any transformers necessary to reduce supply voltage.

The agreement will hold Tidelands harmless for providing to LBGO the electrical supply and space for the equipment needed for cathodic protection of the gas lines.

TIMING CONSIDERATIONS
City Council action on this matter is not time critical.


FISCAL IMPACT
The Agreement allows the City to receive free cathodic protection on its gas pipelines located at Pier D in the Harbor District, saving the City both a one-time charge of $3,000 for installation of electrical supply and a yearly charge of $1,500 for electrical usage from Southern California Edison.
