DISCUSSION
Pacific Gateway is currently one of the approved entities to provide various workforce development services to the County of Orange/Orange County Workforce Investment Board’s (OCWIB) region. Through a number of project partnerships, Pacific Gateway and OCWIB have enhanced service delivery to job seekers and business communities in our respective areas. These partnerships are expected to continue in the coming months as both WIBs explore regional investments towards workforce development.

Unlike Pacific Gateway/City of Long Beach, OCWIB contracts-out its direct services, including employment services and recruitment of businesses for hiring. In October of this year, OCWIB notified Pacific Gateway that it is to receive $500,000 to administer employer recruitment, on-the-job, and customized training programs.

Pacific Gateway has identified MemorialCare Health System (MemorialCare) as one of the primary project partners and will provide both classroom and hands-on training to participants, preparing them for employment. Pacific Gateway will contract with MemorialCare in the amount of $200,000 to support proposed training and placement of approximately 40 participants. The remaining balance of the grant will be used to train and place an additional 60 participants, and will cover Pacific Gateway’s staffing costs.

This matter was reviewed by Deputy City Attorney Kendra Carney on January 13, 2015 and by Budget Management Officer Victoria Bell on January 14, 2015.
