TITLE
Recommendation to receive and file report on February 27 - 28, 2006 trip to Washington, D.C.

DISCUSSION
On February 27 and 28, 2006 I traveled to Washington, D.C. as Chair of the Federal Legislation and Environmental Affairs Committee to update our legislators on the recently adopted 2006 Federal Legislative Agenda and pressing issues for the City. While in Washington, D.C., I met with the offices of California Senators . Feinstein and Boxer, Congressmembers Millender-McDonald, Sanchez, and Rohrabacher, Governor Schwarzenegger and the Department of Homeland Security. I also had the opportunity to discuss the C-I 7 personally with Senator Barbara Boxer.

In these meetings, we discussed: the recently adopted Federal Legislative Agenda; the importance of additional C-17 production orders; protection of the City's local authority to negotiate and grant video franchises and receive compensation for use of our right of way; preservation of the CDBG program; increased Homeland Security' funding based on risk; the City's support of efforts to ensure that civil liberties are protected under the USA PATRIOT Act: and the City's FY 07 Appropriation requests. I was accompanied on this trip by government affairs staff from the City Manager's office and our federal legislative advocate.

SUGGESTED ACTION
Approve recommendation.

Respectfully Submitted,

FRANK COLONNA,
FEDERAL LEGISLATIONAND ENVIRONMENTAL AFFAIRS COMMITTEE CHAIR
