DISCUSSION
The Department of Public Works, Environmental Services Bureau (ESB) collects and recycles waste tires from both residents and illegal dumpsites. This grant would supplement existing resources to help ESB expand the tire cleanup program to collect more tires and reduce litter in the City of Long Beach. The California Integrated Waste Management Board (CIWMB) has grant funds available to expand programs to recycle waste tires. A five-year resolution authorizing the grant application was approved in 2006.
 
If the City's grant request is approved, funds would be used to conduct two waste tire collection amnesty events during this one-year grant term. In conjunction with these amnesty events, illegally dumped tires will also be collected for recycling.
 
This letter was reviewed by Deputy City Attorney Amy Burton on February 21, 2008, and by Budget Management Officer Victoria Bell on February 25, 2008.
 
 
TIMING CONSIDERATIONS
City Council action on this matter is requested by March 4, 2008 in order to submit the grant application to CIWMB before the March 14,2008 deadline.
 
FISCAL IMPACT
The City of Long Beach is requesting $74,932 to fund a tire-recycling program. No match is required for this grant and there is no impact to the General Fund. This amount will be deposited in the Refuse/Recycling Fund (EF 330) in the Department of Public Works (PW).
