TITLE
Recommendation to authorize City Manager to execute a one-year renewal of the License for Non-Federal Use of Real Property agreement between the City of Long Beach and the United States Government, Department of the Navy, for use of certain Navy-Marine Corps Reserve Center properties as a Driver Training Center by the Long Beach Police Department at a cost of $1,200.  (District 2)
 
DISCUSSION
Since 1997 the Long Beach Police Department has utilized four acres of land owned by the United States Government, Department of the Navy, for use as a Driver Training Center. The area is located east of the Navy-Marine Corps Reserve Center, 801 Reeves Avenue, Terminal Island, California.
 
The Navy anticipates relocation of the Navy-Marine Corps Reserve Center, but has agreed to extend the current agreement for an additional year. The agreement will be subject to termination at any time due to the Navy's anticipated relocation. This renewal will allow the Police Department to continue various driver training programs already in place while another location is sought.
 
This letter was reviewed by Deputy City Attorney Gary Anderson on March 7, 2007, and Budget and Performance Management Bureau Manager David Wodynski on March 8, 2007.
 
TIMING CONSIDERATIONS
City Council Action is requested on April 3, 2007, in order to continue utilizing the property for training purposes until relocation of the Navy-Marine Reserve Center. The current term expired on February 14, 2007.
 
FISCAL IMPACT
The cost to the City for use of the land will be $1,200. This project has qualified for a categorical exemption, CEP-575-97, under the California Environmental Quality Act.
