TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the County of Los Angeles Real Estate Fraud Prosecution Program grant; and increase appropriations in the General Grants Fund (SR) and in the Police Department (PD) by $33,000.  (Citywide)

DISCUSSION
On June 17, 2009, the Long Beach Police Department was awarded $33,000 in grant funding from the County of Los Angeles through the Real Estate Fraud Prosecution Program (Real Estate 09) grant. The grant provides funding for overtime hours assigned to real estate fraud investigation/prosecution for detectives. An appropriation increase for this grant in the amount of $33,000 is required, which will be fully offset by grant revenue.

This matter was reviewed by Deputy City Attorney Gary Anderson on June 30, 2009, and Budget and Performance Management Bureau Manager David Wodynski on June 30, 2009.

TIMING CONSIDERATIONS
City Council action on this matter is requested on August 4, 2009, to expedite use of the grant funds.

FISCAL IMPACT
As the Real Estate 09 is currently unbudgeted, an appropriation increase is requested. The expense appropriation will be fully offset by grant revenues and the grant does not require matching funds. Grant funds will be used to support overtime required to implement the Real Estate 09 program. There is no impact to the General Fund.

SUGGESTED ACTION
Approve recommendation.
