TITLE
Recommendation to authorize City Manager to execute an
agreement and any related documents with the Trustees of the California State University, an agency of the State of California, to facilitate internship opportunities at the Long Beach Senior Center, located at 1150 East 4th Street, for California State University Dominguez Hills Human Services Program students, for a period of three years, expiring on December 1, 2013. (District 2)

DISCUSSION
On November 30, 2010, the Department of Parks, Recreation and Marine (PRM) received a proposal from the Trustees of the California State University, an agency of the State of California, on behalf of California State University Dominguez Hills (CSUDH), requesting that PRM facilitate internships at the Long Beach Senior Center (Senior Center), located at 1150 East 4th Street, for its Human Services Program students, who are pursuing Bachelor of Arts Degrees in the field of Human Services. PRM will benefit from the proposed agreement, as the student interns will be providing labor and services at no cost in exchange for the learning experience gained through the internship. This type of request is not new to PRM; California State University Long Beach has also placed student interns in the past.

PRM will directly supervise each student and will submit timecards and performance reports to CSUDH. CSUDH will be responsible for providing all student orientations, placements, and insurance, as well as payment of all applicable salaries/benefits, while the students are interning at the Senior Center. The City of Long Beach will not incur any costs from the proposed agreement.

This matter was reviewed by Deputy City Attorney Gary J. Anderson on February 14, 2011, and Budget Management Officer Victoria Bell on February 17, 2011.

TIMING CONSIDERATIONS
City Council action is requested on March 8, 2011, to enable the execution of the agreement so that CSUDH may begin placing student interns at the Senior Center.
