TITLE
Recommendation to direct City Attorney to prepare a resolution in support of Proposition 84 on the November 2006 Ballot for Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection, and Park Improvements.

DISCUSSION
Through the Public Initiative Process, a $5.4 billion bond initiative will be placed before the voters on the November 2006 statewide ballot. This bond, Proposition 84, provides funding for major natural resource protection and water programs at the state level. The total amount of funding for water progcams is $2.714 billion and includes (partial list):

- $525 million for Safe Drinking Water and Water Quality Projects
- $1 billion for Integrated Regional Water Management (IRWM)
- $800 million for Flood Control
- $928 million for Protection of Rivers, Lakes and Streams
- $540 million for Beaches, Bays and Coastal Waters

Proposition 84 addresses many of the priorities the Council has set for the City, including securing funds for local conservation & water use efficiency, desalination, storm water managementhunoff and infrastructure, Park development, beach erosion and protection, habitavwetland restoration, non-point source groundwater pollution control, water recycling, and aquifer storage and recovery (groundwater storage).

If the bond is approved, approximately $500 million will be spent on IRWM projects in Southern California, of which Los Angeles County will receive over $21 5 million; and the City of Long Beach and the Long Beach Water Department are poised to receive a substantial amount of funding from the other categories of the bond.
