TITLE
Recommendation to receive and file the Interim Status Report Regarding Public Safety Issues of the I-710 Expansion Project; and report back to the City Council and the City Manager at an appropriate future date with its comments on the safety issues addressed in the EIR/EIS.

DISCUSSION
On August 2, 2005, the City Council directed the City Manager to work with Gateway Cities and the Public Safety Advisory Commission (PSAC) to put together a report outlining the public safety concerns with regard to the 1-71 0 Expansion Project. Part of this request included the PSAC receiving a presentation from the Gateway Cities and providing the City Council with a report outlining their position with regard to 1-71 0 expansion safety issues.

Subsequently, at its September 2005 meeting, the PSAC received a presentation from Gateway Cities staff that summarized the history and status of the 1-710 Expansion Project. Further, the PSAC also appointed an ad hoc subcommittee to monitor the project and to research it in further detail. This subcommittee includes Commissioners Devine and Norvell and is chaired by Vice Chair Hildebrand. Their efforts have included obtaining and reviewing a copy of the 1-71 0 Major Corridor Study Report and obtaining an update on the project from Los Angeles County Metropolitan Transportation Authority (MTA) staff (see attached report).

This report from MTA staff addresses four areas, one of which is the upcoming EIR/EIS and how it is to be funded. This section of the report indicates the EIR/UEIS process is expected to take three years to complete. Among other issues, the EIR/EIS will address safety issues related to the freeway expansion project. Therefore, the PSAC proposes to monitor the preparation of the environmental document (working with the 1-71 0 EIR/EIS Project Advisory Committee) and report back to the City Council and the City Manager at an appropriate future date with its comments on the safety issues addressed in the EIR/EIS.
