TITLE
Recommendation to request City Attorney to prepare an ordinance amending Section 10.28.130 of the Long Beach Municipal Code to change the operating days and hours for parking meter zones 19 - 25 to Monday through Sunday, including holidays, during the hours of 9 a.m. to 9 p.m. (District 2)

DISCUSSION
On February 10, 2004, the City Council authorized new parking meter zones and modifications to existing parking meter zones to accommodate the installation of parking meters in the Pike at Rainbow Harbor area. On August IO, 2004, the City Council set a parking meter rate of $50 for each fifteen minutes or less within those zones, which corresponds to an hourly rate of $2.00 per hour.

Authorization is now requested to increase the number of days per week and the daily hours of operation during which the parking meter rates are in effect. Currently, the days and hours of operation are Monday through Saturday, from 9:00 a.m. to 6:00 p.m., excluding holidays. To better reflect the operating hours of the businesses in the area and the resultant demand for parking, authorization is requested to increase the days and hours of operation of the following parking meter zones to Monday through Sunday, including holidays, from 9:00 a.m. to 9:00 p.m. (see attached vicinity map):

Zone I 9 Pine Avenue between Seaside Way and its southerly terminus
Zone 20 Shoreline Drive between Linden Avenue and Aquarium Way
Zone 21 Aquarium Way between Shoreline Drive and Seaside Way.
Zone 22 Cedar Avenue between Shoreline Drive and Seaside Way
Zone 23 Bay Street between Cedar Avenue and Pine Avenue
Zone 24 The Paseo between Aquarium Way and Pine Avenue
Zone 25 Seaside Way between Linden Avenue and Golden Shore

This matter was reviewed by Deputy City Attorney Lisa Peskay Malmsten and Budget Management Officer David Wodynski on April 7,2006.
