TITLE

Authorize City Manager to execute any future documents, including amendments, necessary to implement and administer the 2007 excursion. (Citywide)

DISCUSSION
The Department of Parks, Recreation and Marine (PRM), Adaptive Recreation in a Special Environment (ARISE) Program is an after-school and workshop program located at Stearns Champions Park that provides recreation and socialization activities for individuals with developmental and physical disabilities. ARISE is designed for participants, ages nine and older, who are reasonably self-sufficient and able to function in a group environment. Program participants come from all over the city and surrounding areas to take part in art, music, dance, sports activities, special events, and excursions.

One ARISE Program excursion is an annual visit to the YMCA's Camp Oakes for a camping experience. The YMCA requires the execution of a contract for their camping services. The services include meals, lodging, and recreational activities. Department staff also participate in the excursion, in that they perform tasks that are not covered by the YMCA. Their responsibilities include, but are not limited to, camp recreation leadership and 24-hour supervision. This year's Camp Oakes visit will take place September 10 through September 14, 2007.

This matter was reviewed by Deputy City Attorney Gary J. Anderson on February 21, 2007, and Budget and Performance Management Bureau Manager David Wodynski on February 22, 2007.

TIMING CONSIDERATIONS
City Council action is requested on March 20, 2007, to enable execution of the agreement for camping services.
