DISCUSSION
As the Workforce Investment Board's administering agency, the Workforce Investment Network (Network) administers the federal Workforce Investment Act (WIA) and other employment and training funds awarded annually and throughout the year. Those funds support job training programs and business services delivered through the Career Transition Center, Youth Opportunity Center, Torrance Career Center, Center for Working Families, Harbor WorkSource Center, and selected community-based organizations to assist local residents acquire skills leading to employment in demand occupations with local employers.

The Network completed a procurement to select American Recovery and Reinvestment ActIWlA service providers of various skills development sessions, workshops and/or workforce development project services for the period of July 1, 2009 through June 30, 2010. The City Council authorized initial contracts at its June 23, 2009 meeting.

Currently, these services are being delivered onsite at Network facilities to thousands of adult customers. With the subsequent receipt of additional resources from various initiatives funded through the American Recovery and Reinvestment Act, coupled with an even higher unemployment rate than in June 2009, the demand for these services has increased significantly.

A chart that outlines current service providers for which the Network is requesting amendment to existing contracts is attached. These providers have been found to be successful in service delivery, are in-demand with respect to program content, and are rated highly by Network customers in evaluations.
