TITLE
Recommendation to authorize City Manager to execute a cooperative agreement with the Dallas/Fort Worth International Airport to provide Aircraft Rescue Firefighter Training.  (Citywide)

DISCUSSION
City Council approval is being requested to authorize the City Manager to execute an agreement with the Dallas/Fort Worth International Airport Board to train City of Long Beach firefighters in aircraft rescue. The Fire Fighting Training Facility at the Dallas/Fort Worth International Airport utilizes state of the art technology for live fire training as well as classroom training, and is now providing the facility and certified instructors to train qualified personnel of other agencies/entities, both public and private sector.

The cost of sending the twelve Firefighters, Captains and Battalion Chiefs to this advanced specialized training is approximately $19,000. The funding will be provided by the California Fire Fighter Joint Apprenticeship Committee (JAC). JAC is a public agency of the State that has a principal objective to support methods of uniform instruction and standardized training techniques utilized by the fire service throughout California.

This matter was reviewed by Deputy City Attorney Richard F. Anthony and by Budget Management Officer David Wodynski on March 10, 2006.

TIMING CONSIDERATIONS
City Council action is requested on March 21, 2006 to ensure the agreement is in place prior the start of the scheduled training on April 10, 2006. The agreement will remain in effect for future attendees.

FISCAL IMPACT
The $19,000 required to support this activity is currently appropriated in the Fire Department's Fiscal Year 2006 Adopted Budget. There is no impact to the General Fund.
