TITLE
Recommendation to authorize City Manager, or designee, to extend the term of Right-of-Entry Permit No. P-00061 with the Long Beach Unified School District to continue to rehabilitate the baseball field and soccer field overlay at Houghton Park from December 1, 2016 through January 31, 2018, with one additional extension of one year; and
Execute a Joint Use Agreement with the Long Beach Unified School District for its non-revocable use of the improved Houghton Park soccer field overlay increasing the seven-year term to a seven-year term with one, three-year option to extend the term. (District 9)
DISCUSSION
On August 21, 2014, the Parks and Recreation Commission (Commission) approved improvements to the Houghton Park baseball field and soccer field overlay by the Long Beach Unified School District (LBUSD), concurrent with their renovation of Jordan High School, and recommended that the City Council approve a new Joint Use Agreement for the improved baseball field for 50 years, and the improved soccer field for seven years. On November 11, 2014, the City Council approved the Commission’s August 21, 2014 recommendation. Subsequently, Right-of-Entry Permit No. P-00061 (Right-of-Entry Permit) was issued for the period of December 1, 2014 through November 30, 2016, to accomplish the improvements. The City Council-approved Joint Use Agreement has not been executed.
Currently, due to a variety of delays, LBUSD has been unable to complete all of the improvements to the Houghton Park baseball field and soccer field overlay in the time originally approved in the Right-of-Entry Permit. Therefore, LBUSD is requesting an extension of the Right-of-Entry Permit for an additional 14 months in order to complete the improvements to the baseball field and soccer field overlay, and to execute a Joint Use Agreement for LBUSD’s non-revocable use of the improved soccer field overlay for seven years, with one additional three-year option to extend the term.
