DISCUSSIONThe Homeland Security Presidential Directive #5 directed the Secretary of Homeland
Security to develop and administer a National Incident Management System (NIMS) for
the purpose of enhancing the ability of the United States to manage domestic incidents
(including terrorism, human caused events and natural disasters) by establishing
standard processes, protocols and procedures.

The City of Long Beach has utilized California's Standardized Emergency Management
System (SEMS) for the last decade. NlMS includes enhancements based on SEMS.
Both systems share a core Incident Command System (ICs) element, which is a
concept developed thirty years ago in the aftermath of a devastating California wildfire.
Additional components in NlMS address planning, training, exercise design and
delivery, information and communications, logistics, quality control and technology. The
Governor's Office of Emergency Services (OES) will be integrating the NlMS program
into SEMS and all agencies in California will transition to the new program.

Full compliance with NlMS will be mandatory by September 30, 2006. However, since
specific requirements are still under development, compliance with NlMS is a phased
process. The first action in this process is for governmental agencies to certify that its
governing body has adopted NlMS no later than September 30, 2005. This action is
required in order to qualify for postdisaster personnel cost reimbursement, as well as to
maintain eligibility for federal anti-terrorism grants.
