TITLE
Recommendation to request City Council to approve a need-based allocation of sidewalk funds.

DISCUSSION
On March 17,2009, the City Council discussed allocating funding for residential street repairs based on "need". Using this approach the worst streets in the City are fixed first, rather than an arbitrary per District allocation. Equally important to the quality of infrastructure for Long Beach neighborhoods is the condition of sidewalks. Accordingly, it would seem appropriate to use a "needs-based" formula for sidewalks as well.

Therefore, this recommendation is to direct the City Manager to allocate all future Citywide-eligible funds for residential sidewalk repairs as outlined below:

A base allocation of $100,000 is distributed to the nine Council Districts with the remaining balance allocated to each District's percentage of Citywide need.

SUGGESTED ACTION
Approve recommendation.

Respectfully Submitted,
Gary DeLong, Councilmember, Third District
Rae Gabelich, Councilwoman, Eighth District
Vice Mayor Val Lerch, Councilmember, Ninth District
