TITLE

DISCUSSION
Chittick Field (Site), also known as the Hamilton Bowl, functions as a storm water detention basin, but has been in use as baseball and soccer fields under a use permit issued by the County of Los Angeles. These fields, located in the vicinity of Pacific Coast Highway and Walnut Avenue, primarily serve the local community, which is an area in need of additional recreational facilities.

On August 9, 2011, the City Council authorized an amendment to the City’s previous application for Los Angeles County Regional Park and Open Space District funding, which will provide $4,340,000 in grant funding to be used for a recreational sports complex at the Site; however, this funding cannot be used for design work. Open Space Bonds were issued in October 2006 to fund the expansion of park space in the central, north and west neighborhoods of Long Beach and would be an appropriate funding source for the estimated design and permit costs of $700,000.

This matter was reviewed by Deputy City Attorney Linda Trang on September 29, 2011, and by Budget Management Officer Victoria Bell on October 5, 2011.

SUSTAINABILITY
The design of this project will include several structures to treat stormwater run-off that accumulates in the County operated detention basin.
TIMING CONSIDERATIONS
City Council action is requested on October 18, 2011 to ensure that the City can meet the design, permitting and construction timelines for renovation of the Site.

FISCAL IMPACT
