DISCUSSION
The infrastructure of Willow Street between Redondo Avenue and Grand Avenue is in need of rehabilitation. The rehabilitation work consists of replacing damaged curbs and gutters, driveways, alley entrances and sidewalks; trimming and root shaving trees; reconstructing areas of deteriorated pavement; cold milling and resurfacing the pavement; and installing pavement markers, markings, traffic striping, signing and curb paint. A review of the lane width within the curb to curb right-of-way revealed that a Class II striped bike lane cannot be installed without the loss of a driving lane in each direction. The vicinity map showing the project location is attached as Exhibit A.

In accordance with the California Environmental Quality Act, a Categorical Exemption is being issued for this project.

City Council’s adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently in order to expedite implementation of this project. The project was advertised for bids on April 14, 2011, and bids were opened on May 18, 2011.
